Good lighting. I had high hopes for this new dig in my neighborhood. The atmosphere is fabulous, the lighting and design i wish i could duplicate in my own house. But, the bar service was slow, the wine list and alcohol menu short and the food menu was even shorter. I'm hoping like a fine wine that this place will improve with time . . if it can survive. Great place if you are in look with a nice chill place that has an atmosphere like a coffee shop that serves alcohol. Don't go if you are very hungry or like to have multiple options for your cocktails or reds.

Brilliant, affordable neighborhood bistro. On our second visit to the recently opened Victory, we realized that this is what a true neighborhood bistro should be: creative, surprising and delicious small dinners that you would never attempt yourself (everything from spaetzle with gruyere to lamb tongue and much, much more); fantastic starters like house-cured olives; beautiful desserts; wines, beers, and cocktails that you have never had before; cozy and unpretentious surroundings; a genuinely welcoming staff who always leave you with a warm and fuzzy feeling; a tiny open kitchen with a single chef; and AMAZINGLY FAIR PRICING.

The pricing, above everything else, is what is most astonishing and delightful about Victory--truly exciting gourmet small dinners are under $10! It's easy to be adventurous when you're serving dinners for $30 or $40 a plate (see the abundance of great but absurdly expensive restaurants all over Portland). But to do it for $10, and offer the most comfortable ambiance around--now that is something that is very, very hard to find--whether in Portland or elsewhere. Add no waiting for a table, and a host who remembers you--that is something you will find nowhere else.

Victory is definitely a place worth visiting repeatedly, and supporting diligently. There are far too few restaurants and bistros in Portland that are interested in offering adventurous, high-quality food for people who aren't wealthy. This is one that simply must survive. Please visit. Eat anything and everything on the menu, and order several glasses of wine or cocktails. It will cost you surprisingly little, and it will keep this wonderful little haven around for others to discover.

Understated and welcoming, this neighborhood wine bar satiates with small plates and smartly priced wines.. In Short
Beneath gleaming embossed tin ceiling panels, tiny tables for two or three line the perimeter of the unpretentious bistro space. An open kitchen anchors one end of the modest bar, while a daily wine special is etched on a chalkboard at the other. Couples curl up at the small, candlelit tabletops to enjoy artisan cheese plates, salads, gourmet petite edibles and scrumptious wines from small producers and far-flung regions.
