Relaxed, Fun and Diverse Bar & Restaurant!
by brs83
Joe's Cellar is a great place to play pool, watch sports, eat and drink!
The pool tables are in excellent condition costing $.50 a game.
The digital jukebox has a never ending selection for a great price.
Daily happy hour special: $2.00 hamburgers from 2pm - 6pm.
Tuesday special: Free tacos with purchase of a drink.
Curbside covered seating.
$3.50 draft beers include: Broken Halo IPA, Stella and more!
Overall this place is excellent especially for those on a budget. It would be a great place for regular group get togethers. The location is on 21st ave. not more than a block from expensive restaurants, bars, lounges etc. GREAT PLACE TO GET THE NIGHT STARTED!
* The only thing that would improve this place would be a remodel to improve the atmosphere.
- Pros: Economical, quality food, great drinks, good selection
- Cons: Dark, older building
Best "Classic" American Diner in Portland
by pdxnative1964
For those looking for an old fashioned diner, you can't go wrong with Joe's in an area full of the trendy (not to mention high priced), eats. Joe's is a refreshing change. Adults can venture into the bar, but they have the cafe for anyone with kids or if you want to avoid the smoke. Happy hour is from 7-10am. With great servers & classic American diner food, the only thing is if you go in for breakfast, bring an appetite. They don't skimp on the portions.
Also they have a rare commodity in NW Portland, there are over 20 off street parking spots. As for being easy to get to , they are just off the freeway, not to mention two blocks from the streetcar.
If you are looking for a diner or bar out of your childhood, there is no better than Joe's
- Pros: Good food, decent prices, excelent service
- Cons: weekend mornings can be busy.
Mellow, comfortable dive bar

I moved across the street from Joe's a couple weeks ago, and it's pretty much become my regular hangout. Stiff, cheap drinks, great friendly barstaff, several pool tables if you're into that, a couple big-screen TVs and a diverse, lowkey blue-collar crowd. My type of people.
- Pros: Inexpensive, Unassuming
- Cons: Fairly smoky if you're a non-smoker
