Horrible Experience!!!
After moving away from Portland for ten months, I realized that Portland was the place I needed to be. Upon deciding to move back to Portland, I discovered my dream apartment that was managed through Capital Property Management.
It was a building that I had admired from a far when I lived in Portland. The floor plan and pictures enticed me enough to apply sight-on-unseen. Apparently, I didn't quite qualify with a less than stellar credit score. I threw a little money at them and offered to pay a couple months rent in advance. Their eyes widen. They offered to approve me if I paid the dog deposit ($2,700). I was brainwashed and I REALLY wanted to live in this apartment and agreed to their extortionist demands. I paid the initial $1,800 which equaled the first month's rent.
Then there's their customer service or lack there of. During the initial application process I dealt with one person but then after we were approved I dealt with someone entirely different. After I explicitly instructed them I would be managing all the details of the lease, they kept calling my partner instead me. I was constantly receiving messages from my partner to respond back to their moronic lackey.
Unfortunately, a week before we were scheduled to my partner was involved in devastating car accident. I had to attend the situation at hand and we had to put our move on hold. I called our main contact explaining our situation and that we had to delay our move several months and that we would not be able to move into the unit as planned. I was told that they would review the situation and they would get back to me. I was also informed that I might only receive partial refund of the deposit due to timing of my notice. I was comfortable with this considering the everything. I was soon to learn that I would not receive ANY of my deposit back. Apparently, they (the owner) felt that they had taken the apartment off the market too long and it was too detrimental to their bottom line when in reality the apartment had only been available within the last seven days.
I wasn't expecting a sob story to win them over. I thought I would get a little compassion and understanding for what we were going through, apparently that's not the case with these folks.…
Remember this is a BUSINESS transaction (II).
My experience is the same as other outraged posters, often down to the minutest detail. The congruence of these stories is what makes them so compelling.
Contrary to what is insinuated by the minority glowing reviewers, I expect to abide by the rules. I also expect my management co. to abide by the rules. If I pay for something, I expect to get what I've paid for. It's pretty simple, really.
Thus far, CPM does not seem to share these expectations. I could tell you stories you wouldn't believe. Instead, I'll just add my input: Caveat Rentor.
If you have problems, go directly to the City Building Inspector, Community Alliance of Tenants, Bureau of Labor and Industries (which handles fair housing law in Oregon) and small claims court. Do not waste energy presuming on a good faith that does not exist.
Remember, this is a business transaction: So don't be fooled by smiling faces. Or feigned indifference. Or promises. This is about one thing only: YOUR MONEY.
Our only effective response as renters is to know our rights, and defend them aggressively. When it becomes more expensive to take advantage of us than to deal honorably, dishonorable companies will change their practices. But not until then.…

I would have given them a 4 star if not for the fact that there are so many 1 star reviews that unfairly negatively skew the rating.
I don't get it - what's with all the bad press on here? My suspicions are that only those who are truly livid are willing to spend the time to write a review here. I have been a renter from capital for 2 1/2 years and haven't had any problems. I switched properties once (needed more space) and they went out of their way to help me transfer my lease, which saved me a lot of money, and I got a refund on my last month's rent on my first property when another renter moved in. And, YES, I did get my security deposit back.
I know all this is standard practice, but that's what my point is. They are a good company that delivers the service you would expect, and they follow all the normal rental guidelines. If you follow them yourself, you will not have a problem. In fact, you will enjoy your time with CPM.
Lastly, CPM owns SO many properties and rents to SO many people that 20 or so bad reviews speaks less than the contented silence of the hundreds (thousands?) of satisfied tenants.…
Save yourself the trouble. Zero stars really should be an option. You would think that with the reviews being pretty unanimous they wouldn't suggest coming here. Our move-in packet actually had a little citysearch flyer so we could come and share with everyone how much they suck. I would never have thought to do so otherwise! In particular the people in charge of maintenance (not the workers themselves) seem to be missing a few too many screws. Every single time has been a so much a hassle we just fix what we can ourselves and let the rest fall apart. Our windows leak and I'm worried they are going to try to deduct from our deposit for the stains the leaks have made on their pretty new blinds. CPM is now the first company we specifically avoid when looking for a place to live, and I'd advise others to do the same!!!…
Capital Property Management is AWFUL.
If I could give zero stars to this establishment, I would. I have been a tenant of theirs for 6 years and have had SERIOUS issues with them during that time.
One good example is when my deadbolt broke on a Saturday afternoon and I had bread baking in the oven and it was freezing cold outside and I was trying to recover from a cold myself. I called to have them come and let me back in and to fix the lock *(I checked Oregon laws, and it is entirely their responsibility to fix a broken lock)* Well, after an hour, I had not received a call back and was forced to call a locksmith to let me in a repair the broken deadbolt -- which had been faulty since I had moved in. I deducted the amount charged by the locksmith from my next rent check with a letter stating the circumstances and they still tried to say that it was my responsibility. When I told them I had investigated the law and would take them to court if necessary, they folded.
Also, when I moved in to the last place -- that I am about to move out of THANK GOD -- the carpet was disgusting and stained and the walls hadn't even been painted (this is the complex on 15th and Tillamook called Regal Terrace).
They have been nothing but terrible to me and have never, ever treated me as a human being, but rather as a dollar bill sign with legs.
DO NOT move into any of their properties. They are aloof, inexperienced, and basically jerks. BEWARE renter, beware.…
