We have tried a number of pho places in SE and Oregon is the one. They have great broth, more vegs than anyone else and it is cheap. You are not going for the atmosphere, just great, cheap, eats! The 82nd location is also great.

I had no such problem there. My Pho Oregon order had plenty of delicious, lean meat in it. Yes, it did have many other fatty cuts, but that IS what is involved in eating Pho at ANY authentic Pho place. I found the broth a bit less complex than at Pho Van or Got Pho, but it was hearty and very tasty. Good sides, good service. Atmosphere? Who cares, it's about the food. If a person is going to dine on Vietnamese and base their choice on atmosphere, then you are narrowing your choices down to about 3 places in the Portland metro area. I would return to Pho Oregon. Good basic fare.
