My Mom is a 70 year-old woman and she lived in one of their apartment complexes in Portland for 5 years. The reason she stayed there for a while is because she could not afford to rent a better place since she only makes minimum wage, but she still made sure that she kept her agreement and paid her bills. She had to move out because they kept raising the cost and she could no longer afford it. It's been a month and a half and she's been trying to contact them to get her $200 security deposit refunded but they keep denying she paid it and intead came up with a list of miscellaneous fees for her to pay. In the actual contract agreement, they put zero paid for the security deposit but luckily she found the receipt proving she had paid a two hundred dollar refundable security deposit. The management is also very rude when I call and when leaving a voicemail, they do not return the call. I would never recommend Norris & Stevens.

I lived in one of their apartment complexes in Vancouver and it was the most unpleasant place I've ever lived. The appliances in the kitchen were extremely outdated; the dishwasher and fridge were essentially useless. The management is rude and unhelpful. Every letter I recieved from the leasing office was full of basic spelling and grammar errors. It takes them weeks to do something that should take a matter of minutes. I moved out nearly two months ago and still have not recieved by deposit back and every time I call the Norris & Stevens office to ask about it they transfer me to leave a message for someone who never returns my calls. When my drunken neighbor was harassing and threatening my guests ( including my seventeen year old sister) from his balcony, the security guard was off somewhere chain smoking and even after he was notified of the situation he failed to offer any help. Horrible, horrible, horrible experience. I'll never rent from Norris & Stevens again

Norris and Stevens single handedly ruined one of the best rated apartment complexes in downtown. Park Terrace apartments at one time had a 100% rating on apartmentratings. That was built by years of great ownership by the original owner, and outstanding property management by the onsite manager. She was far and away the best property manager I have ever known...but she was essentially driven out of here by N & S's lack of support and outrageous fees. In 2 years, the complex flipped once to Bluestone and Hockley, who had a few quirks, and raised the rent once...but were otherwise acceptable...then it landed in Norris and Stevens pocket. They went on to jack up the rates, added a ridiculous utility bill (even though many of us believed the utilities were added into the rent when we originally moved in) even though we all had to pay electric bills anyway, then proceeded to jack up the rent until it essentially priced most people out. The worst is their utter lack of responsiveness or care. Vehicles on the property have been vandalized, and Norris & Stevens wouldn't even lift a hand to look into the matter. There is a frat house next door that has repeatedly violated noise regulations, and N & S won't do anything about it. This apartment complex once had a waiting line for move ins...now people are moving out consistently and people aren't moving back in. This was once a very vibrant and good community, and now it's in shambles primarily due to their poor property management and slumlord mentality. I have been personally ripped off by these people. They quoted me 75 bucks a month less than what I ended up paying right before I signed a lease. This apartment complex is old, it sits right next to i405, and under some huge stilt houses up on the hill. There is a fault line blocks away. There is no pool or workout facility. The cost for this place is far too high to be considered reasonable. Avoid Norris & Stevens.
